2014 : une année record 2014 est une excellente année pour l’immobilier de bureaux au Grand-Duché. Les investissements se sont accrus de 40% en un an et les locations ont progressé de plus de 35% dans un contexte économique porteur. Les prévisions pour 2015 sont très encourageantes.
2014 confirme et amplifie la reprise observée en 2013. Le second semestre a été particulièrement porteur, notamment en raison d’opérations exceptionnelles à l’instar du déménagement de PwC dans son nouveau siège de 30 000 m² à la Cloche d’Or ou celui de KPMG au Kirchberg, 17 000 m². Les opérations enregistrées en 2014 confirment l’intérêt à long terme des investisseurs pour le Luxembourg. Le Grand-Duché continue aussi à attirer de nouveaux partenaires comme le prouve l’arrivée de la China Merchants Bank qui va s’installer sur près de 5 000 m² au centre-ville de Luxembourg dans l’immeuble Royal20 de Leasinvest. Globalement, 205 941 m² ont été loués en 2014, soit 35,6% de plus qu’en 2013. Près de 300 transactions ont été enregistrées (294 précisément), soit 20% de plus que l’exercice précédent. Le rythme est très soutenu. Il représente près d’une opération par jour. La superficie moyenne est de 700 m². Les secteurs les plus recherchés l’an dernier ont été le Kirchberg et la Cloche d’Or, avec respectivement 20% et 17% des transactions étant donné que les espaces nécessaires n’étaient pas disponibles dans le quartier de la gare et le centre-ville. L’analyse sectorielle montre que les services financiers et la banque monopolisent près des deux tiers des superficies louées. INOWAI reste le premier opérateur du marché, ayant réalisé 20% du nombre des transactions enregistrées l’an passé. La forte demande a contribué à maintenir les loyers à un niveau élevé. Ils sont cependant restés stables en 2014. Ils peuvent atteindre mensuellement, pour des immeubles neufs, jusqu’à 45€/m² au centre-ville, contre 35€/m² dans le quartier de la gare ou, 33€/m² au Kirchberg et 26€/m² à la Cloche d’Or. Page 4

Investissements : Le cap du milliard d’euros est franchi La demande de bureaux restant forte, les nouveaux programmes en cours de réalisation sont très attendus. L’an dernier 139 256 m² ont été livrés. Cette année, le volume des livraisons sera équivalent. En 2014, les investissements ont atteint 1,08 milliard d’euros soit une progression de plus de 40% par rapport à 2013, qui était déjà en hausse de plus de 50% par rapport à 2012. Ils ont été réalisés à travers 36 transactions. Le quartier de la gare de Luxembourg a enregistré les opérations les plus importantes à l’image la cession de la galerie Kons, devançant le Kirchberg et la Cloche d’Or. Le centre-ville de Luxembourg et la gare sont les deux zones où le plus grand nombre de transactions ont été conclues, témoignant du dynamisme commercial de Luxembourg. Les réalisations et les projets en cours dessinent un axe majeur allant du Kirchberg à la Cloche d’Or en passant par le centre-ville et la gare. Ce croissant concentre plus de 70% de l’immobilier de bureaux à Luxembourg. La structuration de ce pôle majeur est un atout pour Luxembourg qui continue à attirer de nouveaux investisseurs internationaux publics et privés. Les perspectives de croissance pour 2015 étant bonnes pour le Grand-Duché, les prévisions tablant aujourd’hui sur une hausse
de 2% du produit intérieur brut, le marché de l’immobilier de bureaux restera soutenu cette année.

2014: a record year 2014 is an excellent year for the office property market in the Grand-Duchy. Investments increased by 40% in just one year and transactions rose by more than 35% in a promising economic context. Forecasts for 2015 are very encouraging.
2014 confirms and amplifies the recovery observed in 2013. The second term was particularly promising, especially thanks to exceptional operations such as the move of PwC to their new 30,000 m² headquarters in the Cloche d’Or or the move of KPMG to Kirchberg, 17,000 m². The transactions registered in 2014 confirm the long-term interest of investors for Luxembourg. Moreover, the Grand-Duchy continues to attract new partners as evidenced by the arrival of the China Merchants Bank whose new headquarters will nearly occupy 5,000 m² in the Royal20, the project of Leasinvest in the Luxembourg city centre. Generally speaking, 205,941 m² were rented in 2014, i.e. representing an increase in 35.6% compared to 2013. Almost 300 transactions were registered (294 precisely), this is 20% more than for the previous financial year. The pace is very fast as there is nearly one operation a day. The average surface area is 700 m². Last year, the most sought-after districts were the Kirchberg and the Cloche d’Or, with respectively 20% and 17% of the transactions. This is due to the lack of availability in the station district and the city centre. The sectorial analysis shows that financial services and banks monopolize nearly the two thirds of the rented surface areas. INOWAI remains the first operator in the market since it realized 20% of last year’s total transactions. The strong demand caused the rents to remain at a high level. However, they remained stable in 2014. They can monthly reach, for new buildings, € 45/m² in the city centre, against € 35/m² in the train station area, € 33/m² in the Kirchberg and € 26/m² in the Cloche d’Or.
The vacancy rate remains very low (5.53%), despite a slightly increase at the end of the year. Given the on-going demand and programmes, it will decrease again in 2015.
Investment : The one billion euros threshold As the demand for office spaces remains high, the new programmes that are being implemented are widely expected. Last year, 139,256 m² were delivered, and the volume of deliveries will be roughly the same this year. Investments reached 1.085 billion euros in 2014, representing an increase in more than 40% compared to 2013, when investments had already increased by more than 50% compared to 2012. They were carried out through 36 transactions. The station district registered the most important operations, such as the Kons gallery transfer, getting ahead of the Kirchberg and the Cloche d’Or. The Luxembourg City centre and station district are the two areas where more transactions were concluded, thus showing the economic dynamism of the country. The ongoing achievements and projects represent a major axis between the Kirchberg, the Cloche d’Or, the city centre and the station district. This whole area gathers more than 70% of Luxembourg’s office space market. The structuring of this major pole is an asset for the country as it continues to attract new public and private international investors. The prospects for growth in 2015 are promising for the Grand-Duchy since forecasts count on a 2% increase of the gross domestic product. The office space market will thus remain sustained this year. Le stock a franchi la barre symbolique des 3,5 millions de m² en 2014 pour s’établir à 3 622 506 m² en fin d’année.
Le volume global des transactions s’élève à 205 941 m² pour 2014 (69 098 m² au dernier trimestre). Ce résultat est en progression de 35,6 % par rapport à 2013.
Vide locatif
Le niveau des loyers prime pour les immeubles neufs atteint 540 € par m² par an hors taxes en centre-ville de Luxembourg (CBD). Au Kirchberg, le loyer prime s’établit à 396 € et à 336 € à la Cloche d’Or.
Le taux de vacance reste bas à 5,53%. Il s’est stabilisé autour de 5% depuis 2012 après avoir fortement diminué depuis 2009.

Rents Rents for new buildings in Luxembourg City centre (CBD) reached € 540 per m² per year excluding taxes. In 2013, prime rents were € 396 on the Kirchberg and € 336 in Cloche d’Or.
Capital Markets 433 million euros have been invested during the last quarter, bringing the investment volume for 2014 to 1,085 million euros.

76,33% du stock du marché immobilier de bureaux, soit 2 765 100 m², sont situés à Luxembourg-Ville et répartis entre autres sur quatre centres d’affaires principaux, notamment le quartier d’affaires du centre-ville (CBD), le Kirchberg, le quartier de la Gare et celui de la Cloche d’or.
Les communes limitrophes de la ville de Luxembourg - Strassen, Bertrange et Hesperange - totalisent avec l’aéroport 10,96% du stock, soit 397 005 m².
12,71 % du stock, soit 460 401 m² se situent essentiellement dans les zones d’activités à proximité de l’autoroute, soit dans la périphérie de LuxembourgVille ou à Belval près d’Esch-sur-Alzette, la deuxième ville de Luxembourg. Le projet Belval consiste en l’aménagement d’un quartier mixte regroupant bureaux, logements, commerces, enseignement et culture.

10.96% of the office stock (397,005 m²) is located in Strassen, Bertrange, Hesperange and Findel Airport, which are neighbouring municipalities of the City of Luxembourg.
12.71% of the office market (460,401 m²) is primarily located in business areas, next to the highway, on the outskirts of Luxembourg City like the Belval project in Esch-sur-Alzette, which consists of a mixed neighbourhood of offices, residential, retail, education and culture.

Pipeline 2015 Pour 2015, une dizaine de projets majeurs sont engagés. Globalement, plus de 100 000 m² seront livrés pour une occupation propre. Ils concernent notamment belair/ Merl, le Kirchberg et Belval.
Around ten major projects are on-going in 2014, with 100,000 m² for an own occupation to be delivered principally in Belair/ Merl, Kirchberg and Belval.
Perspectives 2014-2015 2014-2015 outlooks Ces bons résultats témoignent de l’intérêt des investisseurs pour le Luxembourg, dont l’économie poursuit sa croissance, le produit intérieur brut ayant progressé de 3% en 2014. Pour 2015, les prévisions de l’Institut de la statistique et des études économiques tablent toujours sur une croissance de 2%. La prudence reste néanmoins de mise en raison des incertitudes qui demeurent au niveau européen. La Banque centrale européenne a revu à la baisse ses prévisions de croissance pour la zone euro.
These good results reflect the interest of investors in Luxembourg, whose economy continues to grow, with a gross domestic product rise of 3% in the first quarter of this year. For all of 2014, forecasts from the Institute of Statistics and Economic Studies still show a growth of 2%. Caution is still called for due to the remaining uncertainties in Europe. The European Central Bank has lowered its growth forecast for the euro area.

Pipeline : Ensemble des surfaces à construire (permis accordé), en construction, ou en rénovation lourde avec modification des surfaces. Loyer “Prime” : Montant maximal constaté pour une surface de qualité supérieure dans la meilleure localisation pendant une période donnée (excluant toute valeur anormale). Exprimé en euros/m²/mois hors taxe et charges Stock : Ensemble des surfaces de bureau dont la construction est achevée, qu’elles soient vacantes ou occupées. Prise en occupation : Représente les surfaces louées ou prélouées ainsi que vendues à des acquéreurs occupants. Taux de vacance : Ratio entre les surfaces offertes à la location et le parc existant. Taux de capitalisation : C’est le rapport entre les revenus potentiels de l’immeuble et son prix d’acquisition

New supply : Represents the total amount of floor space that has reached practical completion as known on the last day of the quarter regardless of whether the space is occupied or still available on the market. Pipeline : total amount of space to be built (with a planning permission), under construction or major refurbishment with areas changes. Prime rent : The highest value recorded for an office unit of high quality in the best location during a determined period (after elimination of abnormal statistical values). Expressed in euros/ sqm/per month excluding tax and charges. Stock : The office stock is the sum of completed office properties whether occupied or still available. Take-up : Represents the total office space known to be let or pre-let to tenants as well as sold/pre-sold to end-users. Vacancy rate : The total amount of vacant space being offered for letting divided by the total stock of space and expressed as a percentage. Capitalisation rate : This is the ratio between potential income from a property and the property’s purchase price.
