I Level European Master TECHNICIAN IN MANAGEMENT OF WATER RESOURCES, SOILS, AND FOOD CONSERVATION Call for Application IL RETTORE VISTO l'art. 3 comma 8 del D.M. n.509 del 3 novembre 1999 recante norme concernenti l'autonomia didattica degli Atenei; VISTO il D.M. 270/2004 e in particolare l’art.3 comma 9; VISTO il Regolamento Didattico dell’Università degli Studi di Palermo; VISTO il Regolamento dei Corsi di Master Universitari in atto vigente; VISTO lo Statuto del Master di I Livello in “Formazione di tecnici specializzati nella gestione delle risorse idriche, dei suoli e delle derrate alimentari”; VISTA la nota rettorale del 02/08/2011 con cui si richiede al Ministero d Affari Esteri - Direzione Generale per la Cooperazione allo sviluppo Ufficio IV un contributo per l’istituzione del Master Universitario di primo livello in “Formazione di tecnici specializzati nella gestione delle risorse idriche, dei suoli e delle derrate alimentari” A.A.2012/2013, con sede presso il Dipartimento di Ingegneria Civile, Ambientale, Aerospaziale, dei Materiali della Facoltà di Ingegneria proponente insieme al Dipartimento dei Sistemi Agro-Ambientali; VISTE le delibere adottate dai Dipartimenti di Ingegneria Civile, Ambientale, Aerospaziale dei Materiali della Facoltà di Ingegneria - Dipartimento dei Sistemi Agro-Ambientali in ordine alle proposte di istituzione;
VISTE altresì le delibere adottate dai Dipartimenti di Ingegneria Civile, Ambientale, Aerospaziale dei Materiali della Facoltà di Ingegneria - Dipartimento dei Sistemi Agro-Ambientali in ordine alle concessioni dei nulla osta ai docenti, a seguito delle osservazioni sollevate dal Senato Accademico nella seduta del 20/11/2012; VISTO il DM 2012/334/002839/6 dell’11/10/2012 con cui il Ministero d Affari Esteri - Direzione Generale per la Cooperazione allo sviluppo Ufficio IV ha approvato il contributo di € 316.600,00 a favore dell’Università degli Studi di Palermo per la realizzazione del Corso in oggetto; CONSIDERATO che il predetto decreto prevede che il 50% del contributo pari a € 156.800,00 sarà erogato quale anticipo e che il saldo della stessa somma sarà erogato a seguito della rendicontazione globale delle spese sostenute e di una relazione finale dalla quale risulti che le attività sono state effettivamente svolte e concluse con il conseguimento degli obiettivi assegnati. CONSIDERATO che la restante quota pari a € 134.400,00 (30%) resta a carico dall’Università di Palermo e potrà essere erogata sotto forma di risorse umane, attrezzature beni e servizi; VISTA la nota del 06/11/2012 con cui il Ministero d Affari Esteri - Direzione Generale per la Cooperazione allo sviluppo Ufficio IV comunica che con DM 2012/334/002839/6 dell’11/10/2012 è stato registrato il decreto di impegno ad erogare il 50% del finanziamento nella misura di € 156.800,00 quale 1° acconto e fa riserva di erogare la rimanente somma di € 156.800,00 a saldo solo dopo la rendicontazione globale delle spese sostenute; CONSIDERATO che al fine di poter avviare l’iniziativa in oggetto è necessario quindi disporre dell’intera somma di € 448.000,00; VISTA la delibera del 20 novembre 2012 con cui il Consiglio di Amministrazione approva l’anticipazione da parte dell’Università degli Studi di Palermo la somma di € 156.800,00 pari al saldo del cofinanziamento assegnato dal Ministero degli Affari Esteri - Direzione Generale per la Cooperazione allo Sviluppo con Decreto prot. n.2012/334/002839/6 dell’11/10/2012 all’iniziativa di cooperazione allo sviluppo denominata Master di I livello in “Formazione di tecnici specializzati nella gestione delle risorse idriche, dei suoli e delle derrate alimentari” destinato ad allievi provenienti da alcuni paesi dell’Africa sub-sahariana; VISTA la delibera del Senato Accademico seduta del 18 aprile 2013 con la quale viene approvata l’istituzione del Master Universitario di I livello in “Formazione di tecnici specializzati nella gestione delle risorse idriche, dei suoli e delle derrate alimentari”; VISTO il D.R. n. 1871 prot. n. 46631 del 24/06/2013 relativo all’istituzione del Master di I Livello in “Formazione di tecnici specializzati nella gestione delle risorse idriche, dei suoli e delle derrate alimentari”;
DECREES to issue for academic year 2012/2013 the competition announcement based on qualifications and tests relating to the first level Master course, lasting one year, "Technician in management of water resources, soils, and food conservation" for technicians from countries of sub-Saharan Africa and co-financed by the Ministry of Foreign Affairs under the programs of the Italian 2
Development Cooperation, based at the Departments of Civil, Environmental, Aerospace, Materials Engineering, and Agro-Environmental Systems.
Art. 1 – Requirements for participation Candidates at the date of the deadline of call for applications must hold one of the following qualifications: - First Level European Degree (at least 12 years of scholar education + 3 years of post-scholar education) in Technical-Scientific Sciences (Architecture, Agricultural Sciences, Engineering, Geology, Environmental or Natural Sciences) or equivalent from African sub-Saharan countries. They must have a good knowledge of English language (both spoken and written). Candidates must have nationality from a sub-Saharan African country and must submit a letter of recommendation issued by a professor from one of the universities of the country of origin. Candidates will submit curriculum vitae et studiorum and any useful title to determine the attitudes to attend the master. 15 candidates will be admitted to Master courses, according to the project approved by the Ministry of Foreign Affairs DGCS.
Art. 2 – Goals and Career opportunities University of Palermo and Italian Ministry of Foreign Affairs propose and co-fund this Master program which has been specifically designed for Technical-Scientific Professionals from African sub-saharian countries as part of Italian projects in Cooperation for Development. The Master aims to specialize Technical-Scientific personnel in the field of management of water resources, soil and food conservation and to transfer theoretical knowledge and practical competences regarding protection of water, soil and food resources, appropriate for the social and environmental contest where these professionals will work. It also has the purpose to prepare this specialized personnel to teach in their own country, in order to extend the knowledge to other professionals. Art. 3 – Aims The objectives of the Master are in line with the Millennium Development Goal (MDG), which include, among other things, the halving by 2015 of the population who suffer from hunger and do not have access to basic sanitation facilities and sources of safe drinking water, as well as ensuring environmental sustainability and contribute to the eradication of extreme poverty. In order to achieve these objectives, the course content will be focused on the following themes: a) Water resources research and exploitation b) Waste water treatment c) Eco-sustainable Agriculture (soil and irrigation systems) 3
d) Food Safety (storage and distribution) Art. 4 – Courses and Credits Master program is organized in four didactic modules for a total of 60 academic credits, equivalent to 1500 hours of activity for each student. Master program will last 12 months. The teaching and training programme will include: •
frontal lessons and seminars (500hs)

I module: Water resources - research and exploitation (10 academic credits) Water resources will refer to the contest of the sub-saharian countries and the analysis of principal water problems. In addition new technologies will be described for the evaluation of water resources. Information technologies and GIS will be introduced as key factor for the integration of knowledge aiming to the research and exploitation of water resources. Small dams and aqueduct systems design will close the first module. II module: Waste water and environmental hygiene (9 academic credits) The second module will propose practical solution models for the collection of waste water and drainage systems. Moreover wastewater treatment plants, including those aimed to water reuse will be studied. The module will be concluded by the management analysis of wastewater treatmnet plants and municipal solid waste. III module: Sustainable use of agro-environmental resources (soil, water) (10 academic credits) The third module will be dedicated to the problems related to soil use and conservation, including the use of fertilizers and implementation of irrigation techniques. IV module: Food Safety (storage and distribution) (9 academic credits) This module will be devoted to sustainable production and managemet of biologic resources and to environmental monitoring. Moreover food transformation and conservation, including pathologies linked to food conservation will be taught. All modules include theoretical lessons and practical training.

Master program includes a residential period of six months at University of Palermo, to attend courses, lectures and training. This residential period is co-funded by Ministry of Foreign Affairs – Italian Cooperation for Development and University of Palermo and includes lodging and living facilities as well as a return ticket to travel from the country of origin, and pocket money. Attending the courses is mandatory and eventual absences must be adequately justified to the Scientific Coordinator. In any case absences cannot exceed 20% of the lecture hours. A training period in the Country of origin (University and/or NGO) will follow, in order to complete in the local contest the training and the elaboration of a project for the final examination. At the end of the 12 months, the final examination will take place in order to achieve the academic certification. Start-up of the courses in Palermo University will be comunicated in advance to the selected candidates and is planned in late autumn 2013. Art. 5 – How to apply To be admitted to the Master, Candidates must submit the application form available at website http://portale.unipa.it/amministrazione/area1/uoa03/struttura/modulistica.html, addressed to the Rector of University of Palermo, including the following documents: 5
Self-certification of European I Level Degree in technical-scientific Sciences or equivalent title, with indication of the final score; Reference and presentation letter from an Academic Institution (or other affiliated Institution) or NGO of the country of origin which declares to be available to accept the student at the end of the residential period at University of Palermo in order to complete the training; Curriculum Vitae et Studiorum; Photocopy (both sides) of an identification document; Eventual other qualifications. The application form must be delivered to the Italian Embassy in Ethiopia, Villa Italia, Kebena, Addis Abeba, P.O. Box 1105, Ethiopia, not later than August 31st, 2013. Applications delivered by registered postal service will be considered valid if they arrive within the deadline (it will not be considered the date on the postmark). Art. 6 – Selection procedure Candidate applications will be evaluated by a Commission indicated by the Scientific Council of the Master. The selection will be based on evaluation of qualifications. Candidates who, according to the number of available places will be placed in good position in the ranking, will be admitted to the Master The results of the selection will be available at the Master Secretary, Building 3, Viale delle Scienze, Palermo, Italy and will be published on the website of University of Palermo (http://portale.unipa.it/amministrazione/area1/uoa03/News/) and at Italian Embassy in Ethiopia not later than September 30, 2013. Art. 7 - Registration Selected candidates must deliver (also with registered postal service) within 15 October 2013 to the Italian Embassy in Ethiopia, Villa Italia, Kebena, Addis Abeba, P.O. Box 1105, Ethiopia: •

First Level European Degree Certificate or equivalent qualification, properly accompanied by an official translation into Italian, with legal authentication issued by the Italian representative in the country where the degree was obtained;

Registrations with incomplete documentation will not be accepted. The Master Secretary will not be responsible of eventual delay in delivering, loss or incomplete documentation. 6
The candidates who intend to renounce to the registration will have to produce written communication to the Italian Embassy in Ethiopia, Villa Italia, Kebena, Addis Abeba, P.O. Box 1105, Ethiopia, attaching a photocopy (both sides) of an identification document, to allow the scrolling of the list. Candidates may submit applications for registration by registered mail at the same address, provided the documentation is complete. Candidates are responsible for any delays in delivery, loss of envelopes or incomplete documentation. Admitted candidates who will not register their candidature according to the deadline will be excluded and other candidates will take their place; for these last ones deadline for registration will be postponed within the date of course start. Art. 8 – Duties of students According to art. 30, paragraph 3 of “Regolamento didattico” of University of Palermo, the student cannot be registered to two different academic programs at the same time. Attending to courses and to the stage is mandatory and eventual absences (adequately justified to the Scientific Coordinator) may not exceed 20% of total number of hours. In case of more than 20% of absences the student will not be admitted to the final examination and will not achieve the academic certification. At least 10 days before the final examination, each student will have to deliver to Master Secretary a copy of the final thesis, signed by the student, the tutor and the Scientific Coordinator. Master students are submitted to law dispositions and orders valid for academic students. Art. 9 – Scientific and didactic coordination Prof. Goffredo La Loggia (e-mail:
[email protected]) is responsible for scientific and didactic coordination. He will take care of supervision and organization of the modules of this Master program. Art. 10 – Academic certification The final examination will determine a score (expressed in cents). The final certification of I Level European Master in “Technicians in Management of Water Resources, Soils, and Food Conservation” will be released and signed by the Master program Coordinator and the Rector of University of Palermo. Art. 12 – Personal data treatment Personal data of candidates will be treated for the purpose of the Master procedure according to principles and rules for personal data treatment and privacy contemplate from the Italian legislation in and particular from the Legislative Decree n. 196 dated June 30, 2003.
