L’équipe du College of Europe News vous souhaite une excellente année 2005 Le Collège a toujours eu l’immense privilège d’être choisi par celles et ceux qui font l’actualité européenne du moment pour exprimer leurs visions sur l’Europe et son avenir. Cette année ne fait pas exception car 2004 est un moment particulièrement intense de la construction européenne. Elargissement, nouveau parlement, nouveau président de la Commission européenne, nouvelle équipe de commissaires, nouvel élan, nouveaux espoirs. Cette année, le nouveau président du Parlement européen a exprimé sa vision de la nouvelle Europe dans un nouveau monde et a accueilli les nouveaux étudiants sur le campus de Natolin. Le nouveau président de la Commission européenne – M. Barosso – a détaillé les enjeux et les objectifs de son équipe aux étudiants du campus de Bruges. Ces occasions à ne pas manquer plongent les étudiants directement dans le cœur du sujet et dans le feu de l’actualité. Cette année, l’Association des Anciens remet le deuxième prix de l’Ancien à Bob Jarret pour la manière dont il incarne les valeurs et l’esprit du Collège. Ce prix, remis la veille de la remise du prix Nobel de la Paix au Professeur Wangari Maathai, symbolise la foi que les pères du Collège d’Europe ont eu raison de placer dans de jeunes étudiants pour en faire des européens responsables. Ce prix met en exergue des contributions exemplaires d’Anciens qui aujourd’hui s’investissent concrètement et activement dans la vie de tous les jours pour faciliter la compréhension entre les communautés et le rapprochement des peuples. Cette année, après avoir lancé avec succès le programme Anna Lindh en faveur de la prévention des conflits en mémoire de l’ancien Ministre suédois des Affaires étrangères, la Fondation Madariaga a inauguré, sous le haut patronage de Javier Solana, la création de la Fondation Eurasia qui permettra, nous lui souhaitons tous, de faciliter les relations entre l’Europe et la Russie. Au nom de tous les Anciens ; nous lui souhaitons toutes nos chances de succès. Enfin, cette année, au nom de tous les Anciens, je me joins au Recteur du Collège d’Europe pour accueillir chaleureusement les quatre cents nouveaux étudiants qui feront cette expérience magique : faire vivre l’Europe du cœur. Opening Ceremonies of the academic year Le président Barroso prononce le discours d’ouverture de l’année académique à Bruges José Manuel Barroso, Président de la Commission européenne, était invité à prononcer le discours d’ouverture de l’année académique du Collège d’Europe. Lors de cette cérémonie, le Président, investi la veille dans ses fonctions, s’est adressé dans ce premier discours officiel à un auditoire attentif constitué des étudiants, des membres du personnel, d’invités de marque et de journalistes. M. Barroso a tenu tout d’abord à féliciter le Collège pour les hautes compétences de ses Anciens (dont certains font partie de son cabinet), pour son esprit visionnaire qui, déjà en 1994, s’est traduit par la création d’un deuxième campus à Natolin (Pologne) ainsi que pour la qualité de l’institution et de son enseignement. Il a ensuite insisté sur la nécessité d’investir dans le savoir et la formation au sein de l’Union européenne, lançant un appel à l’accroissement substantiel des moyens mis à disposition de l’enseignement supérieur pour faire de nos universités des références à l’échelon mondial. Enfin, il a mis l’accent sur le caractère unique de la Commission, soulignant le fait que le Collège des Commissaires est approuvé dans son entièreté et réitérant son intention de maintenir une Commission “indépendante, crédible et forte”. Après son discours, le Président Barroso s’est entretenu avec les représentants des étudiants du Collège d’Europe à Bruges qui lui ont remis un présent évoquant le nom donné cette année à leur bar : “Bar Rosso”.

Comité des Régions: Participation des étudiants Vingt-cinq étudiants du Collège d’Europe, des représentants du Forum Jeunesse et des jeunes politiciens ont participé à un débat organisé par le Comité des Régions lors de son 10ème anniversaire le 17 novembre. Le but était d’exprimer leurs opinions sur le rôle du Comité des Régions et des régions ellesmêmes dans les structures européennes, ainsi que sur les actions qu’elles entreprennent pour assurer et encourager la participation des jeunes à la vie politique européenne. Le Débat des Jeunes a porté sur trois thèmes principaux :

President Borrell speaks at the opening of the academic year in Natolin Josep Borrell, President of the European Parliament, was the guest of honour at the official opening of the academic year at the Natolin campus on November 3, 2004. The 123 students from 34 countries that make up the 13th promotion in Natolin listened to a speech entitled “New Europe in a New World”. As Mr Borrell came immediately after the discussions between the European Parliament, the Commission and national governments, part of his speech focussed on the need to strengthen democracy at the European level through the Parliament. In addition, he criticized the nature of transatlantic links during the Bush administration and called for the rebuilding of transatlantic relations regardless of the victor of the US election (at that time still uncertain).

Should we, Europeans, do more to reduce poverty and achieve the Millennium Development Goals? Why does the European Union keep claiming to be the largest donor of aid if, at the same time, it continuously refuses to radically reform the Common Agricultural Policy and its negative impact on the world markets? There is a clamorous need to eliminate inconsistencies in our policies and provide an integrated, multidimensional poverty eradication programme bringing together the efforts of the European Union, Member States, civil society and business.
Les recommandations issues du Débat des Jeunes ont été présentées dans la 57ème session plénière du Comité des Régions par deux rapporteurs, dont l’un, Marcus Pollard, étudie le droit européen au Collège. Les conclusions des jeunes ont souligné l’importance des niveaux municipaux et régionaux en Europe : premièrement pour soutenir l’implication des jeunes dans la vie politique, deuxièmement pour résoudre les problèmes de marginalisation et d’exclusion sociale, troisièmement pour encourager le volontariat des jeunes, et finalement pour diffuser efficacement l’idée européenne parmi les citoyens.

College of Europe sponsors essay competition with World Bank The World Bank and the College of Europe, in partnership with the AEGEE / European Students Forum, launched Imagine, a European Essay Competition on the topic “Radically Reducing World Poverty: What Role for Europeans?”. The aim was for students to provide concrete proposals on how to reduce world poverty. The College of Europe saw this partnership as an important initiative to encourage young Europeans to focus on the important question of world poverty and their role in finding a solution.

College Publications Dieter Mahncke, Director of Studies in the Political and Administrative Studies Department, has, with the help of two alumni and former assistants, edited the first volume of the College of Europe Studies series, which focusses on European Foreign Policy. Eight finalists were invited to present their work during the Annual Bank Conference on Development Economics in Europe. The event brought together an array of distinguished academic and political figures, research institute representatives, students and journalists to exchange knowledge and present the latest research on development issues. Rubén Jesús Alba Aguilera, winner of the second prize, commented on the interesting discussions and the fact that although people realised that they knew what it would take to reduce poverty, “there is a great need to provide new incentives to promote the engagement of civil society and governments in Europe for the cause of poverty eradication”.

One of these frontiers is likely to form the topic of the next conference organised by the chair at the College of Europe. The chair will also continue to analyse industrial activities and sustainability in Europe. It intends to develop a number of analytical case studies together with students, thereby preparing the latter for their future careers.
Triple “I” Strategy for the future of Europe – Inaugural Lecture of the Toyota Chair The newly established Toyota Chair for Industry and Sustainability has the objective of integrating environmental and business issues within the European context. The chairholder, Prof. Raimund Bleischwitz, concentrates the research agenda on institutions and incentives beneficial to industry and sustainability as well as on corporate-driven action. A particular focus is put on the creation of markets for sustainable technologies and eco-efficient services. He strongly believes that there are “more win-win options available than conventional wisdom assumes”.

The Toyota Chair is situated within the Department of European Economic Studies in Bruges. It actively contributes to the academic curriculum through a course on European Industry and Sustainability. In June 2004, the chair organised a conference on “Hydrogen in Europe – Towards a Consistent Policy Framework for Sustainable Energy and Mobility” attracting more than 50 participants from the policymaking sector, business circles, NGOs and academia. The proceedings of this conference will be published in Collegium selected conference papers will also be published in a special issue of the renowned international journal Energy Policy.

Sous la responsabilité des Professeurs Geremek (Natolin) et Picht (Bruges), en collaboration avec la Fondation Polonaise Robert Schuman et soutenue par la Fondation Bosch, la conférence a rassemblé une vingtaine de personnalités des milieux intellectuels européens, de Krzysztof Pomian à Timothy Garton Ash. Les discours d’ouverture ont insisté sur cette situation historique de l’élargissement de 2004, et les magnifiques exemples de réconciliations entre nations offerts par la construction européenne. Avec quatre panels retraçant les multiples enjeux de cette “ré-unification” de l’Europe, les débats ont traité des perspectives futures, des différentes Visions d’Europe, des ambitions internationales de l’UE et des frontières européennes.
In October Professor Bleischwitz gave the inaugural lecture in Brussels, which achieved a high degree of recognition. This event attracted more than 100 people including high-profile policy makers, business people and academics. It was introduced by Rector Paul Demaret and by Mr. J L Dehaene, President of the Administrative Council of the College. Among the guests were Dr. Takis Athanasopoulos, Executive Vice-President for Toyota Motor Europe, H.E. Mr. Kazuo Asaki, Ambassador of the Japanese Mission to the EU. Prof. Bleischwitz’s speech, entitled “A Triple-I Strategy for the Future of Europe”, referred to Innovation, Integration of Externalities and Integration. It demonstrated how these elements fit together and proposed a few significant frontier areas where TripleI could be tried out: increasing resource productivity while lowering material costs for industry, energy integration with Southeast Europe and Northern Africa, urban public transport, tradeable permits in Europe and beyond.

The College of Europe today and in the future
College and CEN, the foundation which administers the historic palace and grounds, aimed at ensuring the continued presence of the College at the Natolin site until at least 2014.
In my second year as Rector I had the opportunity to welcome the 55th promotion of students who will graduate from the College. I would like to take this occasion to give you an update on the activities of the College in various sectors and the plans for the future of the institution.
As you can see from the above, this is an exciting time to be a part of the College of Europe community. These new initiatives will help the College to maintain its place amongst the foremost institutions of higher education and training on European affairs in the entire world. As part of this community, you can be proud of what has been – and is being – achieved at the College, and our students too can be proud to be a vital part of this dynamic academic community as it moves forward with confidence in this new century.
The Montesquieu promotion brings together more than 400 students (280 in Bruges, 123 in Natolin), representing 47 nationalities. They will be taught by 150 visiting professors and 23 teaching assistants, representing 25 countries, across both campuses. The two College of Europe foundations, the Belgian one, and the Polish one, are now tightly linked and academic affairs are under unified management. As you may know, Professor Robert Picht has accepted to serve as Vice-Rector at Natolin for the current academic year and a search is being conducted for a new Vice-Rector for the period 2005 - 2010.

On the academic front the new academic programme at Natolin is being implemented with success and the Bosch Foundation has renewed the chair of European Civilisation for another three-year period. At Bruges, two full-time lectureships have been created, and a new programme of studies has been established, which focusses on European Law and Economic Analysis. In addition, the first issue of College of Europe Studies has been published recently focussing on European Foreign Policy. Various activities were organised under the auspices of the Toyota Chair for Industry and Sustainability. Several events in both Bruges and Brussels have also been organised by the Global Competition Law Centre. Our Development Office has been active in marketing the College’s expertise in European affairs to the outside world and will inaugurate a programme of European studies in Malaysia this January.
The week of the study trip to the West Balkans, namely Bosnia and Herzegovina, was eagerly anticipated by all Natolinians of the Montesquieu Promotion. However, a thorough preparation was inevitable. Discussions with the Balkan students, diplomats, journalists and academics were organised to familiarise students with the complex situation in the region. The Film Committee did a great job by gathering films treating the Bosnian theme (No mans’ land, Welcome to Sarajevo, Before the rain, Gori vatra). The ‘reality’ presented in those films (to the surprise of some of us) did not differ much from the reality encountered during the trip. The difficult pre-war and war reality led to numerous questions. Some of them were never answered.
In the years to come other projects are in store to further develop our academic programmes, including a programme of studies dealing with the international relations of the European Union, a joint programme with UNU-CRIS, focussing on regional integration in different parts of the world as well as a joint venture in Turkey and the creation of additional chairs through the support of public or private entities. The Verversdijk project is well under way, with expected completion of the first building in 2006. This will provide the College with the facilities it needs if its academic activities are to expand. On the financial side, the contribution of the European Union to the budget is in principle guaranteed until 2007, whereas it was previously determined on a year-to-year basis. The College will strive to admit an increasing number of deserving students free of charge, in particular from the new neighbours of the EU, as finances allow. I see this as beneficial for the College, those countries and for the European Union. At Natolin, a new agreement has been concluded between the

Two days on the bus were only a warm-up before the real Odyssey started in Sarajevo. We visited three different towns: the lively capital Sarajevo, nowadays a predominantly Muslim and beautiful, but still visibly destroyed Mostar with many houses ‘peppered’ by shelling, and a gloomy, grey and nationalistic Banja Luka of the Republika Srpska. Our four days in Bosnia included numerous meetings and conferences with representatives of all ethnic

groups in the country, who explained the historical, political, cultural and, above all, ethnic complexity of Bosnia. Among others we had the opportunity to meet Mladen Ivanic (Minister of Foreign Affairs, former PM of the Republic of Srpska), Fuad Sabeta (State Secretary) and Osman Topcagic (Directorate of European Integration). We shared the wartime life experience but also the friendliness of Bosnians, and we learned much about their will and efforts to join the EU, which they perceive as the only acceptable solution to unresolved ethnic problems.
Accession celebrations continued at the College in May with speeches by Rector Demaret and by Mr. Jean-Luc Dehaene, President of the Administrative Council of the College of Europe, followed by a reception. That evening, the Local Committee for the College of Europe in Bruges invited participants to the 10th Jubilee European Concert. The 2004 Accession Celebrations at the College of Europe contributed to a better understanding of the significant changes brought to the European Union by the enlargement to twenty-five member states, while also providing a forum to discuss this historic event.
A moving experience for most of us was the visit to the Tunnel Museum in Sarajevo. The Tunnel allowed the transport of food supplies and weaponry to the siege town in one direction and provided an escape route from this dangerous zone in the other direction.

The aim of the study trip, which has been fully achieved, was to better understand the reasons for the painful and disastrous war of 1992. In the end, although we spent four full days on the buses between Warsaw and Sarajevo, the distance no longer seems to matter. The Balkans are much closer to Europe than we had first expected. Accession Celebrations in Bruges The May 2004 enlargement of the European Union bore high symbolic meaning for both the accession countries and the EU. This historical event was particularly important for the College of Europe students and staff, where the European spirit is strongly felt and present. The celebrations in the College were marked by two key events: the Accession Ceremony prepared by College students from 13 countries in March, and the Accession Day organized in early May.
Students who proposed an alternative voting system for the EU
In the wake of the failure of the December 2003 Intergovernmental Conference, ten students of the John Locke Promotion of the College of Europe in Natolin established a working group on voting power in the Council of the European Union. They proposed a triple-majority system based on a square root formula in which a decision would pass with the support of three criteria: at least 50% majority of Members of the Council, at least 60% of weighted votes based on the square root formula, and at least 50% of the EU population. In comparing this model to the Convention model, they found that almost all countries gain in relation to Germany, which continues to be fairly represented. The students transmitted their proposal to the Council of the European Union prior to the decision on the Constitution.
The Accession Ceremony, organized by 45 students, comprised two parts – an official Accession Evening held in the historic Gothic Hall in the Burg, and the Accession Party held in Moerkerke. Among the participants were 15 Ambassadors from 12 countries, representatives of the regions, local press, and students from both Bruges and Natolin. H.E. Iwo Byczewski, Ambassador of the Republic of Poland to the Kingdom of Belgium, and H.E. Ion Jinga, Ambassador of Romania to the Kingdom of Belgium, both alumni of the College, delivered two of the evening’s speeches. All speakers focussed on the diversity and uniqueness of the May 2004 enlargement, demonstrating both its scale and importance.

The College of Europe in Bruges has recently entered into a partnership with the Bruges ‘Concertgebouw’, the Bruges concert hall, in order to offer discounts to students, staff and visiting professors. To celebrate this partnership, the Concertgebouw is planning a European event for the College of Europe community in March. Students already benefit from a pass to visit the famous Bruges museums for free throughout the academic year. The College looks forward to a continued strengthening of ties with Bruges and Flanders through the Local Committee. See www.concertgebouw.be.
The speeches were followed by a presentation on the 12 accession countries prepared by students from the Natolin campus in order to share their cultures with the participants. The official ceremony closed with a performance by a Romanian national folk flute player and the celebrations then continued at the Accession Party until the early morning hours.

This year’s finalists were Ioanna Babassika (Giuseppe Mazzini Promotion, 1973/1974), Louise Fréchette (Karl Renner Promotion, 1977/1978) and Robert Jarrett (Sully Promotion, 1959/1960).
Après sa retraite en 1996, il s’est engagé avec sa femme dans des projets humanitaires, dont un consistait à construire et gérer un hôpital rural pour lépreux à Uzuakoli, une région perdue du Nigeria. De retour en Angleterre, il a mis en place un fonds destiné à financer d’autres projets dans l’éducation et la santé publique.

Ioanna Babassika a étudié au Collège en 1973/1974, promotion Giuseppe Mazzini. En devenant présidente de la section européenne d’Amnesty International, Ioanna Babassika a mis toute son énergie au service de la défense des droits de l’homme et en faveur de l’engagement de l’Europe dans cette cause. Depuis de nombreuses années, elle a pris en charge le centre grec de réhabilitation des victimes de la torture pour lequel elle s’est dévouée sans compter.
Mr Jean-Luc Dehaene, President of the Administrative Council of the College of Europe, presented the three finalists and then announced the winner of the 2004 Alumni of the Year Award. Surprised and honoured, Bob Jarrett graciously accepted the award and a statue made by Norwegian artist Nico Wideberg. In his acceptance speech, Bob commented, “This is not an award to Bob Jarrett, but to all fellow students at the College of Europe because the College has had a great impact on our lives. My conviction is we in the rich West have a lot to do in the rest of the world, but we have to do it in the right way.” Jarrett then turned to Eivind Reiten, President and CEO of Norsk Hydro ASA, and thanked Hydro for the support that his company has given the College of Europe throughout the years.

En 1992, elle fut nommée Représentant Permanent et Ambassadeur auprès des Nations Unies. Elle est ensuite devenue en 1998 le bras droit de Kofi Annan et la première Vice-Secrétaire Générale de l’Organisation des Nations Unies.

The Award The award event, hosted by Alumni Association partner and project sponsor Norsk Hydro ASA, took place in Oslo the 9th of December, the evening before the Nobel Peace Prize ceremony. The finalists were invited to attend the Nobel Peace Prize ceremony in recognition of their achievements. This year’s Nobel Peace Prize was awarded to Professor Wangari Maathai, a Kenyan environmentalist and human rights activist, who founded the Green Belt Movement in 1997.

elle a fondé le « Green Belt Movement ». Un mouvement de femmes pour replanter la forêt du Kenya dévastée à 90% sous les coups d’un développement économique. L’environnement a tant souffert que la nature ne peut plus subvenir à une population dont plus de la moitié vit au-dessous du seuil de pauvreté. Wangari Maathai a persuadé les femmes de planter des arbres pour prévenir l’érosion des sols, assurer le bois de chauffage pour la cuisine, le bois pour la construction des maisons, enfin pour faire cohabiter les cultures avec la forêt. En 30 ans, le mouvement est crédité d’avoir planté 30 millions d’arbres. Une prouesse doublée d’une formidable histoire de femmes et d’hommes pour réclamer un espace plus démocratique afin de mieux gérer les richesses naturelles. Wangari Maathai insiste sur le fait que « L’industrie, les institutions globales doivent apprécier qu’assurer la justice économique, l’équité et l’intégrité écologique sont des valeurs plus fortes que la recherche du profit à n’importe quel prix ». Il s’agit, semble-t-il, des conditions de base pour « redonner à nos enfants un monde de beauté et de merveilles ».

La cérémonie du Prix Nobel de la Paix Le lendemain de la remise du prix de l’Ancien, les membres du Jury et les nominés étaient invités à l’hôtel de ville d‘Oslo pour assister à la remise du prix Nobel de la Paix à Wangari Maathai. Une cérémonie touchante pour célébrer le destin d’une femme exceptionnelle et un engagement sans faille pour la démocratie, la paix et la protection de l’environnement au Kenya. A cette occasion, le comité du prix Nobel a élargi la notion de paix à la protection de l’environnement et au développement durable. Le comité du Prix Nobel a attribué le prix pour la première fois à une personnalité qui n’est pas directement attachée à un conflit. « Nombre de conflits sont ouverts suite à des problèmes touchant les ressources naturelles » convient Wangari Maathai. « Pourquoi [faudrait-il] attendre la guerre pour construire les conditions de la paix ? » s’interroge le Prix Nobel de la Paix 2004. « Si les ressources naturelles ne sont pas gérées équitablement, vous ne pouvez pas avoir de paix ». De nombreux exemples reviennent en mémoire : le Darfour et la désertification du Soudan, les tensions entre la Palestine et l’Israël au sujet de l’eau, le contrôle du pétrole dans d’autres parties du monde... Une réalité qui n’est pas non plus sans rappeler la naissance du projet européen et la mise en commun nécessaire du charbon et de l’acier pour établir une paix durable en Europe.

The Local Committee for the College of Europe organised, for the 10th consecutive year, a European concert in Bruges. The “Kiev Sax Ensemble”, a four-person Ukrainian saxophone ensemble, performed in the Royal City Theatre of Bruges on May 7, 2004. As is the case every year, the profits of the concert were donated to the Students’ Fund of the College of Europe. Les workshops
Nos Anciens en quelques chiffres
A partir du mois de janvier, des workshops portant sur des sujets aussi divers que : les contrats de travail, les stages en institutions ou encore le networking seront proposés à nos étudiants.
Nous avons été heureux d’apprendre que parmi les lauréats du dernier concours général EPSO (EPSO/ A/1-10/03) ouvert aux 10 nouveaux pays membres de l’Union, 112 personnes sur 901 lauréats sont des Anciens du Collège. Félicitations!
Le concept de nos “journées carrières” a été entièrement revisité Afin de permettre à nos étudiants de rentrer en contact avec les employeurs dans une optique directe de recrutement, le service carrière a mis en place un nouvel outil de sélection. En effet, nous proposons aux employeurs potentiels un cdrom reprenant l’ensemble des profils des étudiants du Collège. Cet outil de sélection permettra à chacun d’identifier, grâce à différents paramètres de recherche, la personne qui correspond le mieux au profil recherché.
Une étude statistique récente démontre que plus de 1000 Anciens travaillent au sein des institutions européennes. Vous trouverez ci-dessous un bref aperçu des postes “clefs” occupés par certains.
Anciens dans les institutions européennes: Commission européenne : 1 ancien Commissaire, 1 Secrétaire Général, 1 SG Adjoint, 5 Directeurs Généraux, 1 DG Adjoint, 5 Directeurs, 2 Directeurs Adjoints, 10 assistants de Directeur, 34 Chefs d’unité, 3 Chefs de Cabinet (Commission Prodi) et 18 membres de Cabinet (Commission Prodi). La Commission Barroso compte plus de 30 Anciens dans les cabinets.
Les recruteurs potentiels ne se déplacent plus au Collège, mais ils invitent les étudiants à venir passer les interviews au sein de leur organisation. Cette nouvelle formule permettra aux étudiants de prendre plus facilement conscience des exigences du marché de travail en étant plongé directement dans la réalité.

Le dîner des promotions anniversaires

Le service carrière au Collège d’Europe Chaque année, le service carrière améliore ses services aux étudiants et aux recruteurs afin de mieux répondre à leurs attentes respectives. Cette année, outre les séminaires de formation “emploi” (CV, lettre de motivation, techniques d’entretiens) effectués sur les deux campus suivis d’entretiens individuels, le service propose une nouvelle formule pour les événements carrières.
Comme chaque année, l’Association des Anciens organise en collaboration avec le Collège, le dîner des promotions anniversaires.
Les “networking evenings”
En 2004 nous avons accueilli à Bruges 190 Anciens et leurs conjoints, soit un total de 250 personnes. Ces retrouvailles se sont déroulées à Oud Sint Jan.
Une première nouveauté concerne l’organisation d’un “networking evening” sur le campus de Natolin (Varsovie). Lors de cet événement, les employeurs seront invités à venir se présenter et à rencontrer lors d’un cocktail organisé en leur honneur, les étudiants de Natolin. Cet événement se déroulera le 3 février 2005 à Natolin, Varsovie.
Il y avait 9 Anciens de la promotion Erasme (1953/1954), 8 de la promotion Thomas Paine (1963/1964), 33 de la promotion Giuseppe Mazzini (1973/1974), 37 Anciens de la promotion Jean Rey (1983/1984) et 103 de la promotion Stefan Zweig (1993/1994). Nous accueillerons le quatrième week-end de juin 2005 les Anciens qui fêteront leur 10, 20, 30, 40 et 50 ans de sortie du Collège : Alcide de Gasperi (1954/1955), Robert Schuman (1964/1965), Aristide Briand (1974/1975), Madame de Staël (1984/1985) et Ramon Llull (1994/1995).
Cet événement aura lieu pour une nouvelle année consécutive sur le Campus de Bruges le jeudi 9 février 2005.

Le 27 septembre, vingt-deux Anciens de seize promotions étaient présents au discours du Ministre des Finances Internationales et ancien Ambassadeur auprès de l'Union européenne, Gunnar Lund. En tant qu’Ambassadeur, il était également membre du Conseil Académique du Collège.
L’Assemblée générale L’Assemblée générale des Anciens a eu lieu le dimanche 20 juin 2004 à Bruges. Lors de cette AG, les rapports moral et financier de l’année 2003/2004 ont été présentés et approuvés. This year’s special event in the framework of our “European Perspectives” programme focussed on the integration process itself and on one of the most important EU initiatives fostering interregional development. Arranged by the City of Vienna Authorities who are hosting a regional Joint Technical Secretariat and our colleagues Claus Schultze (Alexis de Tocqueville) and Agnieska Kern (Simon Stevin), both managers of the co-operation support stream of Interreg III C, an open house day on April 30 made it possible for the public and many Alumni to get an insider’s view on cohesion policy efforts in practice at the very eve of the EU 25.

In May 2004, students of the John Locke Promotion helped design and develop the first European voting-test, which was launched at the College in Bruges. Jon Worth, Bob Aal and Tamara Anthony worked with the Dutch Centre for Political Participation to create a website designed to give users a recommendation for one of the European Parliament’s Political Parties or Groups based on the user’s opinion of 25 European issues. Sensibles à l'actualité constitutionnelle et internationale, treize étudiants du Collège d'Europe (Bruges), représentant neuf Etats de l'UE, ont constitué un groupe de réflexion sur le concept d’une diplomatie européenne commune. Les objectifs du groupe incluent : l’organisation de rencontres pour débattre la définition et histoire du concept de ‘diplomatie’, dresser un état des lieux de la politique étrangère de l’Union européenne, partager leurs réflexions avec des acteurs impliqués dans la mise en oeuvre du service diplomatique européen et enfin la rédaction d’un manifeste en faveur de la constitution d’une diplomatie européenne commune. The Third European Economy Lecture was held on October 27th in Bruges. Prof. Luc Soete, University of Maastricht, spoke on ‘The Lisbon Challenge: Activating Knowledge for EU Competitiveness’.
Groupe régional grec Première rencontre des anciens en Grèce Les Anciens du Collège ont tenu leur première rencontre après plusieurs années le 24 avril, à Athènes. L’organisatrice de l’événement, Anastasia Panopoulou (Leonardo Da Vinci, 1998/1999), a choisi comme lieu de rendez-vous le café du musée Benakis. Le musée abrite des collections sur l’histoire et la culture de la Grèce depuis l’antiquité jusqu’à nos jours.

After a long and painful illness, Yana Kaplan (Bertha von Suttner, 2002/2003) passed away on October 24, 2004. During her studies at the College she was so full of energy that it is hard to believe that she was to be with us for so short time. One of the best and youngest lawyers on the campus, she was always calm and smiling, always helpful, always there for you. Always fresh and never tired. With her positive attitude she made us believe that we can make it. “The most outstanding girl in the campus – she has the charm, and the beauty, and the brains”– this is how we remembered her in the yearbook. Having a cup of tea with her or a walk in the Natolin Park, nobody would say she was worried. Also during the last year, although it must have been a tough one, she remained positive and smiling until the last moments. During the funeral ceremony some words about light were said. Yana, indeed, was full of light, bright and sparkling. Although she had to leave us so soon she will remain in our memory.

New Eurasia Foundation launched in Moscow
Anna Lindh Programme on Conflict Prevention The Madariaga European Foundation, together with the Bank of Sweden Tercentenary Foundation, officially launched the Anna Lindh Programme on Conflict Prevention on September 11, 2004 in Stockholm. This event was held in the framework of the ceremonies organised by the Anna Lindh Memorial Fund one year after Anna Lindh’s tragic death.

On December 1, 2004 the Madariaga European Foundation launched the New Eurasia Foundation in Moscow in the framework of an international event where leading American, European and Russian representatives shared their vision of this new foundation with members of the press. This new foundation is a joint initiative of the Madariaga European Foundation, the Washington-based Eurasia Foundation and the Moscow-based Dynasty Foundation. As a unique example of an American-European-Russian public-private partnership, the New Eurasia Foundation will have three major goals: support for the continued development of civil society in Russia over the next decade, encouragement of private Russian donors to support civil society in Russia, and the further development of close transatlantic policy partnerships.

The Anna Lindh Programme on Conflict Prevention bears the name of the late Swedish Foreign Affairs Minister in recognition of her efforts to develop a stronger role for Europe in the field of conflict prevention. It follows the important steps already taken by the UN and the EU, most notably, the European Security Strategy adopted by the European Council in 2003.
Legally registered in Russia last June, the New Eurasia Foundation is the first European, Russian and American joint philanthropic initiative to be set up in the region. The Foundation has already assembled a distinguished international board of directors representing a variety of languages, cultures and political traditions. These board members all share the common goal of strengthening the bonds between Russia, Europe and the United States.
The programme seeks to broaden the European debate on conflict prevention through the development of a structured dialogue between the public and private spheres, civil society and academia. This will provide a comprehensive exchange of views, leading to the production of innovative results in a domain until now reserved to government experts and researchers. This forum will transcend the usual models of co-operation, therefore widening the scope for new ideas, and forming new approaches to conflict prevention. As an end result, the programme will help strengthen Europe’s role in conflict prevention.
The New Eurasia Foundation has now begun to develop its programmes to support Russia in its development as an essential contributor to World stability and a builder of global civil society. Marie-Ange Gaiffe, Mozart Promotion
Developing a Culture of Conflict Prevention is the first publication of its kind, to be issued annually by the Anna Lindh Programme on Conflict Prevention. It brings together prominent political leaders as well as European academics and diplomats and seeks to highlight the current situation and different aspects of conflict prevention in the areas of political science, economics, law and sociology.
The advocacy movement created by the discussion forum will be complemented by an annual publication, highlighting the current situation and assessing different aspects of conflict prevention. Finally, the Madariaga Foundation, the host of the programme, will provide support communicating the work of European research institutes engaged in conflict prevention to its extensive network of contacts.

Javier Solana, President of the Madariaga Foundation and High Representative of the Common Foreign and Security Policy, will hold a press conference in January to inform journalists about the main implications of the Anna Lindh Programme and illustrate its concrete relevance in the framing of European external policies.

EWI is an independent European-American institution working to address the most dangerous fault lines of the 21st Century and to help build fair, prosperous and peaceful civil societies. Since 1981, EWI has operated long-term projects which create trust and understanding and seek to reduce tensions from Eurasia to the transatlantic region using a unique network of public and private sector leaders. EWI has over 80 staff members working from centres in Brussels, Moscow, New York and Prague.
Quo Vadis Europa? 7th Hendrik Brugmans Memorial Lecture To celebrate the European Union’s enlargement, Mr Ferenc Mádl, President of Hungary, gave a lecture in the framework of the Hendrik Brugmans Memorial Lectures. Entitled Quo Vadis Europa?, the conference was the occasion for Mr Mádl to recall the history of interrelatedness that has, since the 10th century, united Hungary’s fate with that of Europe. The President proceeded to underline the important challenges that still lie ahead to guarantee Europe’s lasting cohesiveness. According to him, a renewed architecture will be needed for the future of Europe, starting with the entry into force of the European Constitution. Mr Mádl also mentioned the importance of integrating Hungary’s immediate neighbours (Romania, Bulgaria and Croatia) into the European Union, and stressed the need of building a more coherent European Foreign and Security policy – in agreement with the requirements of the EuroAtlantic alliance. To conclude, Mr Mádl insisted on the moral values, such as solidarity and human rights, that have shaped European culture, but that still need to be accepted and applied, through institutions capable of enforcing ans defending them.
EastWest Institute and the Madariaga European Foundation are committed to contributing to European cooperation and integration and to the important role that the EU and the EFTA member states have in global politics. Both organisations fully believe that close cooperation between the private sector, civic organisations and governments is an important factor of European integration. The partnership reflects the importance of the transatlantic dimension in which Europe, the United States of America and the Russian Federation co-operate to face the new challenges of our society. Mr Jean-Luc Dehaene, President of the Administrative Council of the College of Europe and Vice-President of the Madariaga Foundation, who presided over this Raymond Georis and Jean-Luc Dehaene commemorative event, welcome President Mádl insisted that the ratification of the constitution is the main immediate challenge, for what Europe needs is “not only enlargement, but integration of the new member states”.
Centre for Health Ethics & Society CHES (The Centre for Health, Ethics & Society, based at the Madariaga European Foundation) is an independent platform for discussion and debate that aims to progress salient EU health policy issues. It brings together all health stakeholders (e.g. patients, health professionals, funders, policy makers, industry, etc.) in order to exchange information and experience, to improve and facilitate the dialogue between these different stakeholders, and to forge closer links and collaboration.
Organised by the Madariaga European Foundation in collaboration with the College of Europe Alumni Association, this 7th Hendrik Brugmans Memorial Lecture was attended by a number of distinguished personalities, including Hungarian diplomats and journalists. The presence of alumni from the Hendrik Brugmans promotions, along with Mr Paul Demaret, Rector of the College of Europe, and Hanna Kirsten-Brugmans, conferred a special commemorative dimension on this event.
To this effect, CHES organises roundtables and seminars on current health policy issues, and, since its inception, four such events have been realised: information to patients (October 2003 and June 2004), patient mobility (February 2004) and gender mainstreaming in health (October 2004). During 2005, there will be roundtables addressing paediatric medicine, HIV/AIDS, the Open Method of Coordination in health care and the patient perspective in the new EU health strategy.
The Hendrik Brugmans Memorial Lectures were initiated in 1996 by the 22 promotions who studied under the rectorship of Hendrik Brugmans. After being held in Bruges for the past seven years, they will now take place in Brussels. Previous speakers have included Bronislaw Geremek, Alan Forrest, Louise Fréchette and John Hume.

The Natolin campus (Warsaw) has recently welcomed several high-ranking officials. In September, the Prime Minister of the Republic of Estonia, Mr. Juhan Parts, visited the College and delivered a speech on “Competition and competitiveness in Europe: Estonia's view”. In early October, in the aftermath of the tragedy in the primary school in Beslan. The Federal Ombudsman and Ambassador of Russia, Vladimir P. Lukin, gave a lecture on “The Conditions of Human Rights in Russia and the Relations between the Russian Federation and the EU”. This diversity reflects the role that Natolin plays in the debate about the EU and its neighbours. These visits significantly complete the interdisciplinary academic programme with its specific focus on European integration, post-accession adjustment and the EU neighbourhood policy.
